The new Tallinn Town Hall is to be located in an extremely sensitive area between the medieval Old Town and the sea. Neighbouring structures include the Kultuurikatel (Culture Hub) and Linnahall (City Hall). Inspired by the monumental (bunker) architecture of the latter, the new town hall continues the north-south oriented structural arrangement of the city to define the surrounding public space.
